At first glance this looks like a Harley Servi-Car - they were built with little change from 1936 to 1973. I wonder though if it is not an ex-military WLA which has had a rear axle from a small English 'grey porridge' car added to it for conversion to a taxicab. |

Looks based on Servi-car for me, and the year is '37-39 by tank badge. (headlight, horn is not original, may be took from WL series...) |
