 Another low budget, bad-acted thriller from the PM Entertainment group, famous for the TV series L.A. Heat. Also famous for re-using chase and crash scenes. This one stars Angie Everhart and Michael Madsen.

 Back when my family first got Sky TV, they used to show direct-to-video action movies on their movie package channels and I saw this film called Y2K that also used car chase footage from Basic Instinct (and the chase was totally irrelevant to the story). It was probably made by the same people.
