Yes, in Argentina in those years you could see a lot of cars driven by the right hand. It was in that way because Argentina (and others south american countries) no had a big cars industry and it was influential by britain cars of that period. That was ntil 1945 when the argentinian goverment reglued the traffic with left hand drive cars.

The way the folded top sits I reckon it is more likely German. Maybe a late 1930s Opel Kapitan. They did build them in right hand drive.
