 This is a later US version Ford Escort of the updated bodystyle sold from 1997-2000. It looks bigger than it is from the type of lens used in the pic.

 It's a 1997 not a 1999... not only because the movie came out in 1997 but also because the backup lamps on the 1999 and up models are clustered with the tail lights not underneath.

 Pre-production . RocketMan was filmed from September 16, 1996 to November 25, 1996, and German Wikipedia states the 1997 Escort was released in spring 1997 in America. This would also fit as I saw a now removed 1997 ad for the car on YouTube that called it "new" and mentioned a special deal ending April 28, 1997.

On the English wiki, only the article about the ZX2 states the spring 1997 release, but they may have been released simultaneously.

Revised by me, the article now reads:

Im Frühjahr 1996 stellte Ford zum Modelljahr 1997 den Escort der dritten Generation vor, der wiederum auf einer Mazda-Plattform aufbaute und den es, anders als die Vorgänger, als viertürige Stufenhecklimousine und als fünftürigen Kombi in den Ausstattungslinien Basis und LX gab.

FYI - the ZX2 released in the spring of 1997 was a 1998 model.
