“In my philosophy the means are of no importance. It's only the results that count.”

As a novelty said Gestapo actually operates in L.A., but the movie is neatly summed up by the chief villain John Carradine who displays one of the most majestic yawns caught on film.

I assume this is a propaganda piece?

^New York Central 2531, a 4-8-2 'Mohawk' type, ALCO L-1b probably built around 1916-1917. 600 Mohawks were built; only 2 survive today.

Filmed in February 1929. The degraded footage is on YouTube: https://www.youtube.com/watch?v=h8ceC0Ou5zw - The shot in the movie comes from the part at roughly 3:00-3:30, which is now some of the most damaged parts of the film.

I suppose it can be classified as such. It's been a while since I saw it, though I don't seem to remember it as full of chest-thumping speechifying. With that title it obviously has to have some moments like an animated Nazi octopus spreading its tentacles around the globe bookending the movie, and an in-your-face montage at some point, but other than that it's predominantly a routine thriller.
