Looks like San Diego and Tijuana, Mexico.

IMDb lists Albuquerque, NM, and El Paso, TX. However, it's clear part of this is filmed in California and Mexico. Highway signage indicates the California portions are San Diego.
If it's El Paso, I guess the Mexican portions might be filmed in Ciudad Juarez.
