Yes, in several European countries, not only in Germany, horse meat is delicacy. But not always, also the opposite. Due historical reasons, horse meat is seen as poverty-spec food. With the funny result, that you can have both at the same time: in a next town there's a popular horse butchery. At the same time you see there wealthy people, coming from far away, who are buying a bunch of expensive horse delicacies, while at the tables in their snack-area are sitting poor people, having their only warm meal at the day or their only meat dish in a week.
