This looks to be a late 1920s American but the only one I can think of with those coloured panels is the 1928 Dodge and that has its door handles on the same level as the colour and not below as on this car. I can't see a handle for the rear door so maybe it is a Victoria coupe? I looks to have an accessory spotlight but no cowl lights.
