A 1973-88 "Conventional medium-duty" C-Series for sure, but with this thin vertical bar in the middle of the lower grille, it's more likely a brand new 1978+ model. And it could be a 5000, a 6000 as well as 6500 (unless the 7000 already existed before '78?):
