These are plates for cars of trade offices, foreigners, and, later, also public transport and taxis. Although, apparently, many of the imported cars with this plates actually did not belong to foreigners, due to some registration tricks.

I have no idea where you saw the "Dutch plates" in this foam. These are plates for cars of trade offices, foreigners, and, later, also public transport and taxis.
