The Grille and headlight bezels have likely been painted too as not many 78-79's had black grilles from the factory. Can someone make out the fender tag? If it does say Custom, I'd say 1979 would be more accurate as it stands than the 1978 since the 1979 Custom had rectangular lights from the factory.
