Doesn't match any of the cars from the EAG (if this scene is in Tallinn) but there was a 1928 Graham-Paige, once car of the Danish ambassador to Estonia, that was still alive with GAZ 67 mechanics in the 1970s.

The owner was arrested by the Soviet secret service in 1949 and the car was confiscated, some time after the engine overheated and it was abandoned.

Right, so the reason I couldn't find it was because it wasn't in the database. This morning a 1928 Stutz Model BB was added to the EAG, which over time got GAZ 12 ZiM axles and wheels. Eventually it was sold to Latvia and abandoned. By 2008 the car was nothing more than a rusty hollow shell on wheels. As soon as I saw it, I immediately remember the unknowns here. 20s cars were not very widespread in Soviet Estonia.

I was given a tipoff that it appeared in the movie "Lindpriid" and indeed, it is the same car in the main pic shown here:

As you can see, it at least has aftermarket tail lights in the same spot, but I'd like to wait until I get a rear view in the other movie:
