Have to see the front end, but I suspect this is a Mexican Dodge Magnum with those wheels. |

The Magnum was the performance version. Surely that wouldn't come with a vinyl roof. 1983 was the first year for this generation in Mexico. 82 LeBarons were still M-bodies: https://www.youtube.com/watch?v=S-pOxOhIeKA |
