Probably CGI. - wrong font - no real registration-sticker - "SA" is a not allowed combination in Germany - the ciphers never start with "0", except on the red plates for dealers (06...) or oldtimer-collectors (07...) or the 5-day-plates (03.. or 04...), but all of them didn't have letters before the ciphers.
