My first thought was Xibei, and that looks like 西 as the first letter? Although it rather seems like Sichuan (西川) instead. |

According to this article https://www.sohu.com/a/412146857_119208 the company was named "Sichuan Station Wagon Manufacturing Plant" in 1988, so that's the earliest it can be. Call it "Sichuan" as a make? |

Ok positive identification by my friend LRT686 (Marshall) as a CDL 6602 with this particular livery livery. There was also a CDL 6603, but that had foglights, different paintjob (top white, bottom brown), and a vent behind the door for passangers. |
