My first thought was Xibei, and that looks like 西 as the first letter?

Although it rather seems like Sichuan (西川) instead.

According to this article https://www.sohu.com/a/412146857_119208 the company was named "Sichuan Station Wagon Manufacturing Plant" in 1988, so that's the earliest it can be. Call it "Sichuan" as a make?

But it says "Sichuan" on the back. Why would we use a name in different Hanzi from the one on the liftgate? We don't list 1998 Trackers as Geos either.

The badge up front matches with Huaxi, i think its alright if we list it as such brand.

I found some model names for the brand, but without pictures. CD 632, CDL 6602, CDL 6602 C (powered by diesel engine, introduced in 1989)

Ok positive identification by my friend LRT686 (Marshall) as a CDL 6602 with this particular livery livery.
There was also a CDL 6603, but that had foglights, different paintjob (top white, bottom brown), and a vent behind the door for passangers.
