Possibly of British origin, but not necessarily. If it is not British it will be very difficult to identify it.

I did a bit of research on this yesterday, but it was inconclusive. The front end seems to be the most distinctive feature, in particular the pivot of the front roller, but I couldn't find any British or German steamroller that corresponded.
