If it's a Chevy, the lowest it could possibly be is the 3600. I don't see any dual-rear wheels on the back, and whether it has them or not, the rear end looks kind of wimpy. Getting back to telephone truck bodies, most of the light-duty ones were like this until the early-1970's. Otherwise they were vans and panel trucks. Now nobody makes panel trucks anymore, and telephone trucks have the same utility bodies as any other light-duty trucks with utility bodies.
