That looks like a pre-1963 car (note Wolfsburg badge), pre-1965 body (note quarter window, smaller window frame) with replacement 1968+ headlights to me. |

Or a 1970 Mexican Sedán (new wings 1970, new bumpers 1971, new body with larger windows 1972) If that is a Wolfsburg crest at the front it seems like most Sedáns had it (or added?) on the older body shown here |
