The upper chrome strips don't go right back the wheel opening in the front fender so it is probably 1950 model. Most likely a basic Eight.

There was no difference between late 1949 and 1950 Packards. Packard didn't even assign a model year at that time. They used "series" designations.
This is a 23rd series Packard which was built from May 1949 until August of 1950 when the 1951's were introduced. The prior (22nd Series) models were built from Sept 1947 to May 1949.

With that said, the guide books (such as NADA) show 22nd Series cars built after November of 1948 as "first series 1949 models" (identical in appearance to the "1948's") and those cars built between May of 1949 (when Packard introduced the 23rd Series) and September of 1949 as "second series 1949 models".
The cars built between September of 1949 and August of 1950 are listed as "1950 Packards" by NADA even though they were a continuation of the 23rd Series and were identical to the late 1949's in appearance.

To avoid confusion here at IMCDB, we normally list the 22nd Series cars as "1948" models and the 23rd Series cars as "1949" models unless we have evidence the car in question was built during the time when the guidebooks would have listed them as "1950" models.

The subject car is a blurry, but does appear to be a Standard Eight.
