from the limited view I say this i so me P&H

clues the front window ahead of the door on the driver side, the color scheme black bottom with yellow color and track chassis seems to match too

like this in video an indian TATA build licences copy of those old P&H models

my main clue why I think P&H is the small window ahead of the door which was typical for their designs

upscaling VHS quality to 480p (default Youtube quality) does not make it real 480p :p
(I do not say that for you, you can't get better from it I guess, but it is not true 480p)
(and why are the pics sized to 320p?)
