definitely, as it is copycat of Ford B model V8 in 1932

without joking, you are right, as that time USA exported or donated sedans to Soviet Union
and in 1935 this is first car that class they built by license of Ford
some kind of development assistance
as Junkers did with its airplanes in the 20ies

rear windows too square to be a GAZ M1. Also the spare wheels on the M1 were never mounted on the wings. To compare, here is an M1 from the same angle:
