Looks like a stock footage from West Berlin. The policemen waering the old "Tschako"-hats (http://de.wikipedia.org/wiki/Tschako) and the truck in in the blue, the West Berlin-police had for some years: http://de.wikipedia.org/wiki/Tschako Do we have some Wasserwerfer of the Berlin-police here? |

If this is footage made by a German crew, very recent in comparison to the Japanese film: we got color TV on August 25, 1967. The Tschakos were replaced in West Berlin in late 1968/69 according to Wiki and they provide an event very likely to be this one for the reason it failed: the Battle on Tegeler Weg on November 4, 1968, when students, rockers and workers protested against the police.
