 I think the flag should be that of Russia, since Lada were sold here in Chile mostly after the fall of the Soviet Union (from around 1990 to 1998). By the time of the filming Lada had gone away from Chile and that dealership must be fake. I'm pretty sure the orange license plates on taxis were a measure taken after 1998 too.

 The USSR was dissolved at the end of 1991, so we would need to know whether Lada sales in Chile began before then.

 OK, Ladas were sold in Chile starting in 1988 (proof from 1989: http://www.youtube.com/watch?v=6Kz4XV8FV_c&feature=player_embedded 0:43, 1:49) but those license plates, like the car in front, starting in L, are from later on, maybe 1993-94.

 AvtoVAZ started its own Chilean network on January 1988, ended 1998, reloaded 2015.
Limited numbers of Niva, and soon later 2101, 2102, 2103 were imported since 1978 to Punta Arenas tax free zone.
Niva was available on rest of Chile 1981-1983 via Nacional Automotriz S.A.

 ^You forgot to mention the most important thing - the ZAZ Tavria was sold as a Lada in Chile as not to confront buyers with a brand they had never heard of.

 That grille looks like 2107 rather than 2105. There was that chrome part missing around the grille.

Also the bumper fits with 2107. 2105 had different bumpers.
