Actually, the movie was released on January 12th of 1996 and since movies can sometimes spend years in development, the movie was likely filmed in 1994-1995 making this '95 Crown Vic (due to it's fender badging) a brand new car at the time.

Though it was used as a police car in the movie, it's not a real P71 because the pillars are black, in order to be a P71 the pillars would have to be painted the same color as the rest of the body, considering it has bare steelies instead of alloy wheels, it's just a civilian base model with the wheel covers removed.

Right on! I would say it's probably a package 111A car, according to the brochure only package 111A cars came with steelies and locking wire wheel covers, other packages had two types of alloys as standard equipment
