Snookie, the years for the R-bodies have always confused me. Let me get this straight and tell me if this is correct:

Chrysler Newport: 1979 only
Plymouth Gran Fury: 1980-1981
St. Regis-1979-1981

And you are right about the can lights, although the ones on this car seem a little too close together.

Right. The 'R' body St. Regis/ Newport was released from 1979-1981. The 'R' body Gran Fury was introduced in 1980, and dropped along with all the other 'R' body platforms in 1981.

Is it possible that it's from a Chicago-area department rather than LAPD? This, like most John Hughes movies, was filmed around Chicago.

All of this movie was shot in Illinois. So perhaps the movie car rental company sourced it in L.A. and shipped it to Chicago area for the filming.
