Kind of looks European, whatever it is.

It seems like a Bedford TJ based bus.

I suppose it's standing in for an American school bus.

It would have to be Bedford J5 with that front end.

Bonnet shut line matches J5 as does general shape front wheel design and turn indicator. If the filming location in this scene is Cape Town then Bedford based bus is possible. Could it be based on a military bus or do South Africa have the US type of school bus perhaps?

There's a Bedford J5 bus with a very similar body in Lord of War, also filmed in South Africa:

The Lord of War bus hasn't got the black stripes running down the sides of the driver's door, which look as if they're meant to make it look like a passenger door reaching down to the bottom of the bus.

Yes it's almost the same. The short window after the cab area and the fuel filler position under the next large window confirms it. Good find Bedford J5 bus is correct.
