The size doesn't fit and the combination looks like 2 numbers-2 ciphers-two numbers, so not West German. But it's fore sure no DDR-plate and most likely no Czechoslovakian plate (but it looks somehow a bit CS-like...) In 1963 there were no white plates in France, or?
