When it's not a personalized combination on the plate, it's possible to recognize the approximate date, when a plate was issued. For that you have to know the running number-series at the Straßenverkehrsamt. There are some insane nerds in the plate-collector-scene, who know that. In the early years after the 1.7.1956 some counties and towns had number-series reserved for vehicle-classes, as tractors, motorbikes, trailers and so on, but the early 70ies it's not common any more.
