Mmhh, monotonous and boring, very confusable.
But the location, where this clip was made, is interesting. It's the http://en.wikipedia.org/wiki/Speicherstadt , where the nowadays biggest attraction of Hamburg (yes, the most visitors) is locted: http://www.miniatur-wunderland.com/

Still way better than most of today's music, though. Maybe I like this kind of music because it was that kind of music I listened to as a kid (not deliberately, though). First song I can recall that I listened to was Robert Miles' Children. I don't remember Freed From Desire, I think I first heard it on a compilation album several years later.

I agree with Lateef, at the time there was even some radio stations with the entire programming dedicated only to this music genre. These songs were made so repetitious it on purpose, in order to be more catchy as possible. I'm not a big fan of the genre, but personally brings back a few happy memories.

The song is from 1996 acc. to: http://www.allmusic.com/album/freed-from-desire-mw0001613367 , then the video is perhaps from the 1997? Or do we have anything what says it was filmed in 1998?
Such keys were already dated in ca 1998.

Well, anyway I've checked better now and I can say that I've erroneously copied the album release date, instead of the single date. As you said, probably should be from 1997, instead of 1998.
