Finished. Set in the US, France, Germany and Lithuania between 1927 and 1933, though as usual it was filmed in the Lithuanian SSR. Notably better quality than the other Western-set stuff they put out in the late 70s and early 80s, and I can warmly recommend to the IMPDb folk - lots of planes here.
