 I don't think they specified that Child's Play 2 took place in 1990.

 Okay, so if 1 & 2 both took place in 1988, this one would be taking place in 1996 but in Child's Play 2, the year isn't established either so it could be '96 or '98 in this one.

 Bride of Chucky (the fourth movie) was released in 1998 and set a month after the events of this film, so it may be 1998 after all. Then again, they didn't make an effort in that film to make it look like 1991.
