Yes, the few others that we had were actually Oltcit: /vehicles_make-Oltcit.html
I guess that it should be considered as Romanian, as the Citroën was just a rebadged Oltcit? (though that it was maybe originally designed by Citroën France?)

The Oltcit was designed by Citroen for manufacture in Romania and sale in COMECON (Soviet bloc) countries. According to Citroenet, the Oltcit 11RL was "rebadged as the Citroën Axel and sold in France, Austria, the Netherlands, Belgium and Italy".

First model year was 1985. I think this can be a 11 R, since it seems to have hubcaps - there was a "base" version without them and a 12 TRS with different wheels and a rear wiper.

Due to the type of agreement, it will be IMO the most correct when Axel will have origin F (made in RO) and Oltcit orign RO (it was different, than in case of old Dacias "R12", which RNUR didn't take to sell via own dealers network).

I think it doesn't have hubcaps and even if there are some hubcaps, then it for sure doesn't have side protectors and black trim below the rear window - so "no name" base model.
