It could very well be a 9C1. No rubber on the bumpers, small side biew mirrors, search light, push bumpers(-ish).. But it's certainly been (poorly) modified to look like a pre-'86.

I think that that black line was drawn to make the car look somewhat, pre 1980, as it doesnt take a genius to identify a 1987-90 caprice

Actually, the car in the opening scene is a 1990. You can tell because it is the ONLY year of the Caprice's to have the seatbelt mounted on the door, rather than the B-pillar. This was the one thing that bothered me in the movie. Being an avid cop car fan and owning an '89 Caprice 9C1 myself, it was sort of disapointing to find out later on that the movie took place in 1980. Also, it's hard to tell if a Caprice is a 9C1, by just looking at a picture. The only way to tell would be to check the SPID label in the trunk (unless it's been painted over or if it's even the orignal trunk lid to the car) and look for the RPO code "9C1". There are many other things to check for, but cop cars can/could have been ordered with regular civilian things, so unless you can check that trunk label it's anyones guess. I'd say more than likely it IS a 9C1.
