I think that it is the following Mexican movie: http://www.imdb.com/title/tt0080710/ "Panic Makers" is the translation of the original title "Fabricantes de pánico", alternative English title is "Hostages!" and in the user comments somebody mentions the subtitle "Panic Makers".
