The grille looks like an upside down Fadisa Alfa Romeo grille. But the rest is smaller, much smaller. Maybe something based on the Seat 600 ?

Ebro / Motor Ibérica / FADISA was a company licensed by Alfa making Avia ; AISA ; Siata van and VIASA-EBRO Jeep etc. in Barcelona would be no wonder this is filmed in Catalania

as Fadisa made own creations and this is filmed in there region i am quite convinced it is a product of them.

Looks similar to ISO 400. Grille is different however.

yes, it has to be made with the same tools! here a german says it was built in Spain by license class is autocarro in Italy

Searching by internet I found something. It seems it was built under license by "Iso Española SA".
Firstly it was marketed as Iso Goli with the same grille of the Iso 400 of the thumb. http://www.vehiculosclasicos.com/isogolipub.jpg
And since I don't know when on, it was marketed as Borgward 850 with this grille. http://www.cartelmotor.com/uploads/15/VC/1969_BORGWARD_850.jpg
So, I think it could be listed as Borgward-Iso 850
