If you look at the design of the Whitson on the Foden chassis you will see that the seats in the rear half are higher than those in front, and the passengers in the rear get a view out of the shallow windscreens in front of them. This is known as an Observation Coach, and the above picture isn't one. All the seats appear to be at the same level, and the bulge above appears to be a sort of covered luggage rack.
