 1998-2000 range by the wheels shown here: /vehicle_886316-Dodge-Ram-Van-1994.html - The Ford is too far away for me to see the handles. The tail lamps are also too far to see if there is any amber in them. If we get more thumbnails I could place a better year on it.

I believe 2001-2002 would be negated as there appears to be bumper trim but it is painted over. 1998 have chrome trim (police/taxi) & 1999-2000 (police & taxi) have black bumper trim.
