Not well shown here, but it's a reasonably long sequence from a film where he rides along to river, and then walks down jetty to a pleasure boat. If i'm reading the film correctly he then pilots the boat on a cruise along the Thames with some close-ups of him at wheel with cigarette in mouth - not sure if documentary or film sequence, but may be recognisable. Also noted that bike emits puffs of blue smoke - 2-stroke??

My mate Frank has a little Fanny B that he uses as a Sunday bike, on the V5 it's listed as a Frances Burnett, we think someone at Swansea enjoyed the Secret Garden as a child?
