This location is Bozen, Siegesplatz, in the zone of Gries, on the left bank of the Talfer river. The white building is the Siegesdenkmal (Monumento della Vittoria), built in 1922 by the Fascist government to celebrate the victory of Italy over Austria. Due to its symbolism, it has been in the middle of severe controversies and even of some bombing attacks during the decades after the War, in particular from the 60s up to the 80s. Since one year it hosts the museum of the World Wars in its underground, but the monument is fenced since the 90s: people now are allowed to go on the stairs only during official events.

This is how the square appaears today. The monument has been renewed one year ago. On the left column of the monument there is now a digital display showing some sentences promoting peace among the people.
