It's a 2001-2002 model.

JB, although I'm by no means saying you shouldn't comment on these, I always look over the Crown Vics and end up identifying the same info you comment. You're more than welcome to keep doing it, but it's a bit redundant.

Looks like a real (though maybe retired) Royal Turks and Caicos Islands Police Force car http://tcweeklynews.com/tci-is-an-emergency-vehicle-graveyard-p4881-1.htm It's funny that it has "911 or 999" (emergency services phone number in the UK) on it (Turks and Caicos is a British Overseas Territory in the Caribbean)

Turks and Caicos are part of the North American Numbering Plan (i.e. the US and Canadian telephone network), so visitors would logically expect the emergency number to be 911.
