here they say both Satalingrad and Kharkov tractor plants produced it

Quote SKhTZ-15/30 is one of the most important milestones in the history of domestic engineering. The Stalingrad and Kharkov Tractor Plants that produced it were the first specialized enterprises of this kind in the USSR. Previously, the automotive industry was limited to small-scale or at best large-scale production of cars.

The CXT3-15/30 was used to refine tractor mass production technologies. Despite many obstacles, this first experience ended successfully and advanced the domestic engineering industry far ahead.

This tractor also influenced the development of engineering. The machines produced in the USSR before that were exact copies of foreign models. The design of the SHTZ-15/30 was also based on the Western model - the American International 15/30. This tractor was distinguished by high reliability and versatility: it could work with a wide variety of mounted and stationary plows.

However, the foreign model was intended for American farms. To adapt the tractor to domestic conditions, the engineers who designed the SKhTZ-15/30 made a number of improvements to its design. The SHTZ-NATI that replaced it was already a completely Soviet development.

First Tractor Plant

At the beginning of the 20th century, tractors were relatively rare in Russia. Cheap labor in agriculture was in abundance, and the technical base for the maintenance and repair of machines was completely absent. The first tractors began to be imported from abroad in 1908, and it was only in the early 1920s that they started talking about their own production.

At that time, small-scale production was established at several factories, and large-scale production at Putilovsky. However, these were enterprises of general engineering. They did not have the means, much less qualified personnel for the mass production of tractors.

For the first time, it was in 1925 that the country needed a specialized plant. Initially, they planned to produce 10 thousand cars a year, but the project was redone twice. In the USSR, collectivization was going on at an accelerated pace, and with the growth in the number of collective farms, the need for agricultural machinery also grew, so the requirements for the productivity of the future plant increased twice: first to 20 thousand, and then to 40 thousand tractors per year.

This, in turn, required a revision of the project and prevented construction from starting. Only in 1929 was the general plan of the factory workshops approved. In April 1930, equipment began to arrive, and in June the workers finally began to assemble the first tractor. By this time, the plant was not yet fully equipped, so some parts had to be made by hand. However, despite all the difficulties, on June 17 the first STZ-15/30 tractor rolled off the assembly line.

The experience of organizing mass production at the Stalingrad plant was soon adopted in other cities: Kharkov, Chelyabinsk, Moscow. So the birth of the Soviet tractor industry took place. Own mass production made it possible to abandon foreign purchases. In just six years, by 1936, the USSR came out on top in Europe in the production of tractors.

KhTZ started producing them in 1931, so this one is either SKhTZ or 1931 KhTZ.

The point is, that the same model is listed with different makes on the site:

3 STZ 15/30 /vehicles.php?make=STZ&model=15%2F30&modelMatch=1&modelInclModel=on
8 SKhTZ 15/30 /vehicles.php?make=SKhTZ&model=15%2F30&modelMatch=1&modelInclModel=on

same situation with NATI tractors:

2 SKhTZ NATI /vehicles.php?make=SKhTZ&model=NATI&modelMatch=1&modelInclModel=on
4 STZ NATI /vehicles.php?make=STZ&model=NATI&modelMatch=1&modelInclModel=on
