I think it's meant to be France, because the both the UAZs and this yellow thing have (fake) French army number plates. The blue and white locomotive has a "CP" logo (http://img112.imageshack.us/my.php?image=train0336iv7.jpg), so maybe the scene was shot in Portugal.
