Through careful editing, they made it look like the mall was in a nice suburban neighbourhood, which Harvey isn't, not then or now.

In the State of Illinois; only a vehicle's front tires need to be past the white line that marks the start of the intersection in order to legally have made the light.

It wouldn't surprise me if that were a new Continental, since the suburb they're in is a rather affluent community.

Incidentally, the cops were Illinois State Troopers, not CPD, so they had no jurisdiction there.

I dont know about Illinois policy, but Id assume state police have traffic enforcement privilages anywhere in the state.
And since its a suburb, CPD wouldnt have jurisdiction either. But ISP probably have more than CPD.
