They are more than likely owned by a company like "Cinema Vehicles" that lends vehicles to movie productions. These are prop cars, put there to add to the scene.

For a clear reason: in Germany social envy is much more distinctive and wide-spreaded than in America. Dressed up as "opposition agains the gentrification of our borough" and such bullshit, but in fact nothing else than envy and grudge. Indeed one of the reasons, why my wife and me moved out of our towns to the countryside, although we haven't lived in the roughest districts there.
