Probably 1977+ for non-black wheel centres; other dating features lost in blur. |

That is a Victory edition. I had a 1976 that was exactly that car, with the white wheels, and the victory edition swoosh that wraps around the hood, sweeps up the side and does a 90 degree turn at the back to the TR7 badge. |

The official story is that the Victory Edition was 1976 US-only, and never sold in UK. But below-the-radar rumours suggest a few accidentally "slipped out" here, or at least the side tapes did. With fogs and sunroof as well on this, it seems to have had a few options boxes ticked. |
