Hard to see details but I would say a 36-37 senior series.

Long hood and spare wheel widely sunk in fender clearly says "Senior". This fenderline started in 1938 (16th series) for the big Packards. Headlights look to me as being free standing. That defines the very similar looking 16th or 17th (1939) series.

The hood side trim appears to have a chrome element just at the front edge of the hood. That indicates a Twelve; '38 Super Eights have 5 chrome trim elements on hood. '39 have a bold one-piece trim instead.

So, my guess is either a 16th (1938) or 17th (1939) Series Twelve Touring Sedan or Touring Limousine.
