The Cresta is indeed similar in design, like this one: /vehicle_61616-Vauxhall-Cresta-PC-1966.html
The Viscount had vinyl roof, and none of them had sidetrim in that position.

I am not certain, but I would say these were not officially sold in the UK by the Manufacturer. But especially back then prior to implementation of more complex safety regulations, there were sales agencies as there are now that would important specific models as requested by a client. Money goes a long way. But of course this could also be a diplomatic vehicle, a corporate fleet vehicle that was part of an international conglomerate, or a service personnel member's car.

They were available here - Ford had a London dealership in Regents Park which was formally registered as Lincoln Cars Ltd, through which any Ford or associated product from US, CDN, Germany or Australia could be ordered and equipped to UK-legal spec. This included RHD - either from source factory or as approved UK conversion. The demand would include the ideas above, plus the US bases in UK, so could well have been a steady through-put of vehicles. There were occasional efforts to supply models through normal dealership showrooms (eg some Aus Fords) but these were short-lived and would not have involved a 67 Fairlane, but it is worth noting that we have several sightings of mid-late 60s Fairlanes, Galaxies and estates in UK TV series of the time.
