Pretty sure this is the civilian CJ3A with a blackout drive light added. The M38 has a different grille mounting and headlight rings. Also M38 would have a rear mounted spare, access port on the passenger side of the hood for snorkle & aux power receptacle, aux battery cover on the cowl, and pioneer tool slots.

The Heading is wrong...CJ3s were not made in 1946.
CJ-3s were introduced in 1948.
