Although it says this is an Elite (the top Omega trim level), for some reason it only has the basic GLS hubcaps (but it can't be a GLS if it has the 3 litre engine). Maybe it's something to do with it being a police car (although it could just be a mockup rather than a real ex-police car).

All police spec Omegas were like that.

See also the police spec Vectra SRIs with hubcaps and the Astras which had the black steel wheels not available on the standard models.

Wouldn't the Elite normally have more buttons on the dashboard than that as well? (and leather seats)

Yes. They all still seem to be registered as Elite though.

Newer police Vauxhalls are listed as 'Special' trim.

Also by this time the Elite had a special grille of its own. This just has the normal Omega grille (but yes, I get your point, it's a police version ;) )

Possibly Elite was default DVLA setting as the only official version with 3.0.

I would guess they are wheel covers as we can not see the lug nuts.
