Looks like a US studio set - another Cliche Bingo opportunity - puddles, cyclist with a beret, other hats etc. And the 403 has a plate underneath the "French" one. |

You would be correct. Some of this is either stock or second unit footage actually shot in France, but this scene and a few others were indeed filmed on a Hollywood backlot. |
